If you could change 4 things about the NFL what would it be?

I was wondering today what things would I change about the world's best league if I had the power to do so? These are the 4 things I came up with:

1) More Draft Picks
Back in the day the NFL had a huge amount of rounds for the draft and now there is only 7. With more colleges getting more looks and more eyes on TV sets I don't see why the NFL wouldn't go with this approach. Let's say that you go to 10 rounds (which is reasonable), then most of the key "not drafted" rookies will then have been drafted like Blount would have last year. Plus you can break the schedule for the draft even more; normal 1st round on one day, 2nd-3rd on another, 4th-6th on the next and 7th-10th on the last and that would make a 4 day event instead of just 2 or 3.

2) Unified Player Rating
I know this would be a huge task to do but the NBA has player efficiency ratings and the MLB pretty much has singled out each individual player so you know just how much that player is worth on a team. The NFL doesn't and hasn't even perfected the QB Rating yet. Not only would this make it easier to compare players but if a player got injured than you could see how much that effected the team, which would cause Vegas to become interested in it and try to perfect it. It could also come into play with Fantasy Football which grows in massive amounts of popularity a year as the scoring system in the game. This would take very good statisticians to master it but it would make the NFL a lot more interesting.

3) Rookie Pay Scale/Performance Scale
We all know that some players come into the league for the money and other wrong reasons like Jamarcus Russell did in 2007 and this would make sure no team gets destroyed like the Raiders did when they took him #1 overall in that draft. When a team loses games in the NFL right now they get the privilege to draft some of the best young players but it comes at a price, a very expensive one. Teams end up spending more money on unproven rookies than they do for free agents who have proved what they have skill-wise. This would make sure that they don't paid as much which could also encourage rookies to stay in college more which gives scouts more tape to look at for the draft. If the rookies do make it to the Pro Bowl or All Pro Team or something though they should be rewarded for some cash. Rookies shouldn't get 30 million unless they deserve it and with a performance scale they would have to earn it.

4) Celebration Dances
Come on this doesn't need explaining. If I want Ocho Cinco to pull out a sombrero out and dance around it I don't want a flag thrown on the field or a fine thrown his way. NFL=No Fun League. They need to change this around, I know that people would love to see the dances come back.
